What is a level 3 facility?

A level 3 facility is where medium-security classified inmates will be held. As of right now, the J. DeWeese Carter Youth Facility only houses female offenders. The J. DeWeese Carter Youth Facility can house over 27 offenders.

The female offenders in the J. DeWeese Carter Youth Facility will have access to the following programs:

  • Substance Abuse Treatment Programs

Sending a Mail/Care Package

Sending mail to the J. DeWeese Carter Youth Facility is one privilege that an inmate has. An inmate can receive mail from their loved ones, and they can send mail to their loved ones.

Keep in mind that it may take a few extra days after your mail it to the facility for the inmate to get it. The mail is all opened and thoroughly checked for contraband prior to being distributed to inmates in the J. DeWeese Carter Youth Facility.

You are asked to put your return address on every envelope you will send to the J. DeWeese Carter Youth Facility.

Phone calls

Inmates are permitted to use the phones available to them in the common areas when they have free time. Inmates can make calls home and chat for 15-minute increments.

Inmates will not have privacy on these lines as these lines you.

Visitation

Before you can even think about visiting an inmate in the J. DeWeese Carter Youth Facility, you will be required to fill out the following form.

You will be required to wait until the inmate in the J. DeWeese Carter Youth Facility tells you that you’ve been approved to visit.

Visitation will be held on Saturdays and Sundays between the hours of 9 am to 3 pm. If you arrive after 2 pm, you will not be permitted to visit.

You can arrive as early as 8:15 am to the J. DeWeese Carter Youth Facility.
