Franklin Parish Detention Center is a medium-security detention center that is located in Winnsboro, Louisiana. The city once had the highest suicide rates of any other city in the country. Most of the inmates sentenced here will not be serving longer than two years in jail.

The mail policy for Franklin Parish Detention Center inmates is generous in that it:

  1. Allows for unlimited sending and receiving of mail to inmates.

  2. Allows for an unlimited amount of pages, and allows writing on both sides of the paper.

Photographs are a more sensitive issue. Inmates cannot have more than three photographs in their possession at any given time, and they must be no larger than 4” by 6”

Newspapers, magazines, and books can only be received as new, from the publisher, and if the inmate is staying at the facility for longer than 30 days. The material cannot incite race violence, or violence of any kind. It cannot encourage any sort of unlawful behavior, either.

Sending Money

Visitation

All visitors are checked at the front lobby. Visitors that are 17 and under must be accompanied by a parent and/or legal guardian. Visitors also cannot carry personal items into the visitation area.

A prisoner is only able to have visitors if they have been in jail for 90 days.
